The Amputee Coalition has been working to raise awareness of this issue since the passage of the law. We’ve written public comments to Health and Human Services (HHS) and the Center for Medicare Services (CMS), as well as to state governors, legislators and insurance commissioners, emphasizing the importance of explicitly including prosthetic and custom orthotic devices in the Essential Health Benefits. We are currently working with federal legislators on a sign-on letter that members of Congress will be asked to sign and that will be sent to the heads of HHS and CMS, requesting that they use the enforcement and oversight powers the Affordable Care Act bestowed them, to require every state to include prosthetic and custom orthotic devices in the Essential Health Benefits as the law originally intended. By getting them to use their oversight and enforcement powers on this issue, we can work to improve the basic insurance plans any amputee (or someone who may become an amputee) receives from these insurance exchanges or from other basic insurance plans that operate in the state, to ensure everyone has adequate and affordable prosthetic coverage. What can you do? This summer and fall, we need your help. Members of Congress will be in their home district for several recesses throughout the remainder of the year. Because this is an election year, they will be holding even more town hall meetings, and will often attempt to be more available for meeting requests to discuss issues that are important to their constituents. We need you to bring this issue to the attention of your federal legislators. The Amputee Coalition has information available on the “Advocacy and Awareness” section of our Web site, where you can print out talking points and a copy of the sign-on letter. We need you to ask your legislators to sign this letter so we can build as much support as possible from Congress to encourage HHS and CMS to take action and ensure prosthetic and custom orthotic devices are deemed Essential Health Benefits nationwide. The Amputee Coalition will attempt to share as many public town hall meeting dates and locations as possible this summer (there are going to be a lot, so we may miss a few), through our Web site, newsletters, emails and social media, but you can also contact your members of Congress and ask them for a meeting or visit their Web sites and attend their town halls yourself. The more Congressional members that we can get to sign onto this letter, the better chance we have at making HHS and CMS tell insurance companies that Arms and Legs Are Not a Luxury, and that prosthetic and custom orthotic devices are essential. . www.legsim.net 315-735-1659
