These bills would require insurance companies to cover prosthetic devices and components without annual caps and restrictions. These are very important measures for people with limb loss in Texas. Equal Protections: The ACA had an opportunity to participate in a forum on disability rights yesterday in Washington, DC. The opening featured Sen. Tom Harkin, a leader in the fight for the passage of the Americans with Disabilities Act (ADA). The Americans with Disabilities Act prohibits discrimination on the basis of disability in employment, activities of state and local governments, public and private transportation, public accommodations and telecommunications. The purpose of the law is to provide uniform protection against discrimination throughout the United States. A tireless advocate on behalf of people with disabilities, Sen. Harkin mentioned the need to restore the intentions and the mission of the ADA. This is a national priority for him, as well as for many groups and individuals. It is also the focus of a bill in the Texas legislature this session. Introduced by Rep. Strama, HB 1299 would create governmental liability for a violation of the federal Americans with Disabilities Act. What does that mean? It is creating increased accountability in the state of Texas for those who violate the ADA. The goal of this legislation is to ensure that the tenets of the ADA -- equal opportunity, full participation, independent living and economic self-sufficiency -- are upheld throughout the Lone Star State.
