Oppose dangerous amendment to Iowa's house bill!

The Iowa Senate just passed Senate File 508, the prosthetic parity bill.  The House must act now to keep this important legislation moving forward.

Prosthetic Parity in Iowa is being threatened!  An amendment has been proposed as an addition to House File 791, the prosthetic parity bill. 

Introduced by Rep. Libby Jacobs of Polk and Rep. Linda Upmeyer of Hancock, this amendment would actually delay the passage of this very important legislation!

The amendment would do two things:

  1. create a "study" of the issue of prosthetic parity for a year, and 
  2. during that year, cover prosthetics and hearing aids for kids under age 21 that are not fully insured. 

While this may sound like a good idea at first glance, it would actually delay the bill for a year while a study was being done.  This is a stalling tactic!  Numerous studies have already been done.  This bill not only makes sense, but it is also the right thing to do to ensure that people under 21 are not the only ones receiving the care they need!

Do not allow this bill to be delayed!  Oppose Amendment 1413 today!  And take action to support the passage of House File 791!

Tell Rep. Jacobs, Rep. Upmeyer and Speaker of the House, Rep. Pat Murphy and Majority Leader, Rep. Kevin McCarthy that you oppose the delay of prosthetic care to Iowans!

Dear Representative _____,

I am writing in support of House File 791, a bill requiring insurance companies to cover prosthetic devices and components.  The Iowa State Senate just passed the senate version of this important bill.  The House must not delay in supporting this important legislation.

I am urging you to oppose Amendment 1413, an amendment creating a study into prosthetic parity and covering prosthetics and hearing aids for kids under age 21 that are not fully insured during the year it would take to conduct said study. 

 

It seems counter productive to create access to prosthetics while simultaneously delaying the passage of a bill designed to meet that very need not only for children, but for adults as well. 

 

There are several studies out there that already demonstrate the need for prosthetic parity in Iowa.  These reports suggest that the costs to the private insurance population are minimal.  The studies also demonstrate a savings to the private and public sector as a result of prosthetic provision.

 

Six states have passed prosthetic parity laws.  Nine other states are considering prosthetic parity this session.  Another twelve states are in the process of developing bills to be introduced in the 2008 session.

 

The studies have been done.  And the increasing number of states addressing this issue indicates a groundswell of support throughout the country.  

 

Please, do not delay this bill any longer.  Pass House Bill 791 without any amendments that will hinder its effectiveness.  This will ensure that people under 21 are not the only ones receiving the care they need to lead independent, productive lives.
