The national Amputee Coalition of America, which is based in Knoxville, is calling for federal legislation to require health-insurance companies to cover prosthetics and their care at the same levels they cover other medical essentials.
Many insurers limit prostheses coverage to one or two "per lifetime," even for young amputees, or impose "unrealistically low dollar caps and restrictions," said Paddy Rossbach, president and CEO of the ACA. Amputees' bodies can change, causing a prosthesis to no longer fit, and even if that doesn't happen, artificial limbs do wear out and need to be replaced, she said.
"Thousands of people who face the trauma of limb loss also face additional shock when they discover that their insurance company will not pay for the prosthetic limb that will enable them to return to an active and productive lifestyle, support their families and contribute to society, rather than burden it," Rossbach said.
About 2 million people in the United States live with limb loss or limb differences, including 70,000 younger than 18. An ACA poll found 24 percent of amputees with private health insurance had prosthetic coverage reduced during the past three years; 4 percent had it eliminated completely.
"When individuals discover that prosthetic care is not covered by their health insurer, or it is extremely limited, they may have to resort to using retirement funds or children's college savings to purchase the prosthesis they need," Rossbach said. "Some … have even taken mortgages out on their homes to get the prosthesis they need."
Federal parity legislation, requiring insurers to treat prostheses just as other medical essentials, has passed in eight states, from Colorado in 2000 to New Jersey this year. Legislation is pending in 31 other states, but Tennessee is not among them.
